Guwahati Ring Road Work Begins, Promising Relief From Traffic Pressure


 

Guwahati Ring Road work begins on a 121-km project aimed at easing congestion, addressing traffic pressure and strengthening regional connectivity

Work on the 121-kilometre Guwahati Ring Road is underway, with the ₹7,000-crore project expected to reshape the city’s transport network, divert long-distance traffic away from Guwahati and strengthen road connectivity across the Northeast.

The National Highways Authority of India (NHAI) formally signed a concession agreement with M/s Dineshchandra R Agrawal Infracon Pvt. Ltd. for construction of the project, which is being executed on a Build-Operate-Transfer (BOT-Toll) basis with zero grant from the central government.

The foundation stone for the project was laid by Prime Minister Narendra Modi on September 14, 2025, marking a major step towards modernising the highway network around Guwahati.

An official looking after the project said Guwahati would look different once the work is completed, comparing the transformation expected from the ring road with the development of several greenfield cities in India.

Under the concession agreement, the development cost of the project is ₹5,729 crore, with a concession period of 30 years, including four years for construction. The Assam Government is contributing significantly by bearing 50 percent of the land acquisition costs and providing complete exemptions on aggregate royalties and the state portion of GST.

The state support amounts to roughly ₹1,270 crore, taking the overall gross project cost to approximately ₹7,000 crore.

Engineering-wise, the Guwahati Ring Road comprises three major components combining new construction with the widening and upgrading of existing highway corridors.

The main component is a 56-kilometre, four-lane, access-controlled greenfield highway known as the Northern Guwahati Bypass. The project also includes widening an existing eight-kilometre stretch of National Highway 27 from four lanes to six lanes, besides the structural improvement and upgrading of another 58-kilometre bypass section along NH-27.

A major engineering feature will be a three-kilometre-long bridge over the Brahmaputra River. The bridge is designed to provide a direct, high-capacity connection across the river and link key transit hubs on either side.
Jorabat will be a key stretch of the Guwahati Ring Road. The area has been witnessing heavy waterlogging over the past few weeks and months.

An engineer working on the project, speaking to GPlus, acknowledged the challenges in the area and pointed to the terrain and unplanned construction in the surrounding hills.

“Jorabat is a valley and due to haphazard constructions in the hills, silts and rainwaters run off quickly,” the engineer said.

The widening and development of the Jorabat stretch is therefore expected to create significant challenges for the implementing agencies.

Speaking recently in the Assam Legislative Assembly, Chief Minister Himanta Biswa Sarma said a project was being considered as part of the state’s broader plan to strengthen road connectivity and reduce traffic pressure along the Jorabat corridor.

Referring to the recent flash floods and severe waterlogging in the area, Sarma said the proposed ring road project would help mitigate the recurring problem.

“₹150 crore has been earmarked under the ring road master plan. Consultants are preparing the drawings and have been asked to get them approved by IIT Guwahati,” the Chief Minister said.

The strategic importance of the ring road stems from Guwahati’s position as the primary gateway to the Northeast. At present, long-distance freight and passenger traffic travelling along the East-West Corridor of NH-27 passes through the city, adding to congestion on already heavily used urban roads.

The peripheral route is expected to divert heavy commercial vehicles travelling from West Bengal and Bihar towards destination states such as Nagaland, Tripura and southern Assam’s Silchar region, allowing through-traffic to bypass the city.

The project is also expected to strengthen connectivity between major economic and transport centres, including Siliguri, Shillong, Silchar, Jorhat, Tezpur, Jogighopa and Barpeta.

Beyond its impact on road connectivity, the project is significant for India’s public-private partnership model. The Guwahati Ring Road is the first project signed under the Ministry of Road Transport and Highways’ modified Model Concession Agreement (MCA) for BOT (Toll) projects.

The revised MCA was introduced to mitigate project risks, attract private capital and streamline the execution of large highway projects. The Guwahati agreement, signed under the revised framework, is expected to serve as a reference for similar BOT contracts in the country.

The project also aligns with the Government of India’s Vision 2047 infrastructure roadmap, under which high-speed road corridors and greater private-sector participation are expected to play a key role in expanding and modernising the country’s transport network.

Once completed, the Guwahati Ring Road is expected to do more than create an alternative route around the city. By shifting long-distance traffic away from the urban core, upgrading existing corridors and improving links across the Brahmaputra, the project could fundamentally alter how Guwahati connects with the wider Northeast.
