GUWAHATI: The Guwahati Satellite City Development Authority Bill, 2026, which seeks to establish an authority for the planned development of notified townships and satellite cities in and around Guwahati, will be taken up for consideration, discussion and passage in the Assam Legislative Assembly on July 28.

The Bill was introduced in the Assembly on July 9 by Housing and Urban Affairs Minister Kaushik Rai.
The initiative was announced in the Assam Budget 2026-27, under which the state government proposed the development of an Aerotropolis around the Lokpriya Gopinath Bordoloi International Airport as the nucleus of the satellite city project.
The project will be implemented through the GSCDA, which will function as a dedicated Special Purpose Vehicle (SPV) of the Government of Assam.
The government has stated that the project will be 100 per cent government-owned. “This will be a 100 percent Government-owned project, ensuring that the benefits of development accrue directly to the people of Assam,” the government had said.
The proposed satellite city is envisioned as a modern urban hub with world-class infrastructure, industrial and commercial zones, and improved social amenities. The government expects the project to attract investment, generate employment and support the long-term planned growth of the Guwahati metropolitan region.
