Assam Explores ₹2,272-Crore Semiconductor Ecosystem Project with JICA Support


 

GUWAHATI: Assam is moving ahead with plans to establish a comprehensive semiconductor manufacturing and innovation ecosystem, with the state government holding discussions with representatives of the Japan International Cooperation Agency (JICA) on the proposed Assam Semiconductor Ecosystem on Manufacturing and Innovation (A-SEMI) initiative.

In a post on X, the Chief Secretary stated that the discussions focused on the project's potential to position Assam as a major hub for semiconductor manufacturing, innovation and skilled workforce development, while strengthening the state's role in India's growing electronics and semiconductor value chain.

A key aspect of the deliberations was the development of a robust human resource framework. The state explored the possibility of setting up a world-class Skill Centre in Assam based on a Hub-and-Spoke model, drawing inspiration from successful institutions such as the World Skill Center in Bhubaneswar.

The proposed A-SEMI project carries an indicative outlay of ₹2,272 crore, with potential financial assistance from JICA of up to ₹1,931 crore. The initiative envisions investments in critical infrastructure, skill development programmes and measures to improve the business environment for semiconductor and electronics industries.

According to the proposal, the project would establish a Centre of Excellence-led network connecting educational and training institutions across Assam. The ecosystem has the potential to train more than 7,500 students and 600 trainers in semiconductor-related technologies over a five-year period.

The project is expected to enhance Assam's competitiveness in advanced manufacturing and emerging technology sectors, aligning with India's broader push to develop a resilient domestic semiconductor ecosystem.
