GUWAHATI: The Assam Cabinet on Saturday, June 13, approved a series of key decisions covering rural employment, Aadhaar enrolment, urban development and administrative reforms.
Among the major decisions, the Cabinet approved the implementation framework of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 in Assam. The scheme will come into effect from July 1, 2026, with a budget allocation of ₹2,000 crore.
Under the Act, beneficiaries will be provided 125 days of direct wage employment annually. The government stated that the programme will not only focus on generating employment but also on creating durable community assets through the work undertaken.
In another significant move, the Cabinet approved a ban on fresh Aadhaar enrolment in Assam for individuals above 18 years of age. However, exemptions will be granted to persons belonging to Divyang, Scheduled Caste (SC), Scheduled Tribe (ST) and Tea Garden communities.
The exemption for SC, ST and Tea Garden community applicants will remain in force until March 31, 2027. The restriction will not apply to individuals below 18 years of age.
The Cabinet also approved the establishment of the Guwahati Satellite Cities Development Authority (GSCDA), which will be responsible for planning, financing and developing satellite cities in and around Guwahati within the jurisdiction of the Guwahati Metropolitan Development Authority (GMDA). The move is aimed at promoting planned urban expansion and easing development pressures on the state capital.
Additionally, the state government decided that Cabinet approval will now be mandatory before issuing No Objection Certificates (NOCs) to officers of All India Services, including IAS officers, seeking Central or inter-state deputation. Earlier, the issuance was approved by the Chief Minister only.
