GUWAHATI: The Assam State Cabinet has approved the enactment of the Assam Private Coaching Institutes (Control and Student Mental Health Safeguard) Rules, 2026, aimed at regulating private coaching institutes and strengthening safeguards for students.
Under the new framework, coaching institutes with 50 or more students will be required to register with the authorities.
The District Commissioner will serve as the Competent Authority responsible for overseeing the registration and regulatory process.
The rules will require registered coaching institutes to renew their registration annually and submit the necessary infrastructure safety certificates.
Institutes will also have to comply with prescribed student mental health norms and meet infrastructure requirements under the National Building Code (NBC), AICTE and UGC guidelines, as applicable.
Another key requirement will be proof of engagement of a qualified counsellor to support the mental health and well-being of students.
The decisions were taken during the Assam cabinet meeting on Tuesday, August 18.
