GUWAHATI: The Directorate of Higher Education (DHE), Assam, has made it mandatory for all student migrations under the Multiple Entry-Exit, Horizontal Mobility and Lateral Entry provisions of the National Education Policy (NEP) 2020 to be processed exclusively through the SAMARTH Lateral Entry Portal.
According to a notification issued by the DHE, the directive applies to admissions into the 3rd, 5th and 7th semesters of undergraduate programmes under the Four-Year Undergraduate Programme (FYUGP). It covers both migrations within the same institution and transfers between different higher educational institutions across Assam.
The department has clarified that no institution will be allowed to process or approve such migrations through manual, offline or any alternative mechanism. Any migration carried out outside the designated portal will be treated as unauthorised and will not be recognised for academic records, credit transfer, Academic Bank of Credits (ABC) integration or student lifecycle management.
The move aims to ensure a transparent, uniform and technology-enabled migration system while maintaining the accuracy of academic records and facilitating seamless credit transfers across institutions.
The Directorate further informed that a detailed Standard Operating Procedure (SOP) governing the migration process through the portal will be issued separately on or after July 15, 2026. The notification has come into immediate effect, and all universities and colleges in Assam have been directed to ensure strict compliance.
