Assam Introduces New Rules for ‘Assam Made Liquor’ Production and Sale


 

GUWAHATI: The Assam government has introduced a new regulatory framework for the production and sale of Assam Made Liquor (AML), creating a dedicated licensing system for manufacturers and retailers while paving the way for e-auction-based allotment of retail licences.

The new provisions, notified through amendments to the Assam Excise Rules, establish separate categories for AML manufacturing units, retail vends and sub-vends, marking a significant restructuring of the state's liquor distribution system.

Under the revised framework, companies and eligible applicants can apply for licences to set up Assam Made Liquor manufacturing units within the state. Assam Made Liquor is a potable liquor produced from Extra Neutral Alcohol (ENA) or Rectified Spirit and intended for domestic consumption.

The notification also introduces dedicated AML retail outlets, known as vends, which will be licensed to sell Assam Made Liquor in specified areas. In addition, sub-vends can be established as supplementary outlets operating under a primary vend to improve retail access in designated locations.

The licensing authority for AML manufacturing units will be the Excise Commissioner, while district commissioners will oversee the issuance of vend licences following approval from the state government.

One of the key features of the new system is the introduction of an e-auction mechanism for allotment of AML retail licences, aimed at enhancing transparency and streamlining the licensing process.

The rules prescribe application fees of ₹1 lakh for AML manufacturing licences, ₹50,000 for retail vend licences and ₹5,000 for sub-vend licences. Applicants will be required to furnish detailed information regarding ownership, financial capacity, tax compliance and land documents. 

Companies seeking licences must also submit incorporation certificates, audited financial statements, board resolutions and income tax records.
